Full Journal pdf2014-04-25 House Journal Page 2818 SB 99 The following, which was advanced to third reading from the April 23, 2014, calendar (page 2798), and held to today's calendar because session was canceled (page 2809), was read the third time: CS FOR SENATE BILL NO. 99(L&C) "An Act relating to the Alaska Industrial Development and Export Authority revolving fund; limiting the use of the Alaska Industrial Development and Export Authority sustainable energy transmission and supply development fund for certain loans and loan guarantees and allowing the development fund to be used as security for a bond guarantee; amending the definition of 'qualified energy development'; and authorizing the Alaska Industrial Development and Export Authority to issue bonds to finance the infrastructure and construction costs of the Bokan- Dotson Ridge rare earth element project and the Niblack project." 2014-04-25 House Journal Page 2819 Representative Feige moved and asked unanimous consent that CSSB 99(L&C) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. Amendment No. 1 was offered by Representatives Pruitt, Feige, and Kreiss-Tomkins: Page 1, line 5 (title amendment): Delete "and" Page 1, line 8, following "Niblack project" (title amendment): Insert "; and relating to legislative approval for a loan from the power project fund for the Blue Lake hydroelectric project" Page 4, following line 4: Insert a new bill section to read: "* Sec. 7. The uncodified law of the State of Alaska is amended by adding a new section to read: LEGISLATIVE APPROVAL OF LOAN FROM THE POWER PROJECT FUND. If the Alaska Energy Authority approves a loan to the City and Borough of Sitka for the Blue Lake hydroelectric project, the legislature authorizes the Alaska Energy Authority to loan an amount not to exceed $18,600,000 from the power project fund (AS 42.45.010) to the City and Borough of Sitka for the Blue Lake hydroelectric project. This section constitutes legislative approval under AS 42.45.010(j) for a loan from the fund that exceeds $5,000,000." Representative Pruitt moved and asked unanimous consent that Amendment No. 1 be adopted.
